No, why wud anyone?! Isnt it but very normal to not get an accent which is so diff from yrs . Yes, i might feel a bit hesitant to let the other person know it thinking they might get offended but i am sure there must be a right way to put that across .

Yes first you tell them you love their accent then you say " can you repeat what you are saying please a bit slowly ." And any one with two cents of brain would know that you are having hard time understanding them and they will slow down.
