It is just like you telling a child to appreciate only the “looks” of different varieties of pastries/cakes/pizzas from the glass window without ever craving for one he hasn’t tasted yet and is curious about it. Then, if you expect him to only appreciate it’s color and design without yearning for one. Then I am not sure whom you are trying to fool, the child or yourself, because if he is able to only “look” at them without developing even 1% “feelings”(yearning) then he is not a human.
Same goes for a “MAN”, who would not be a MAN then, unless he is a very good actor in front of you in hiding the lust that is bound to spark in his eyes when woman hasn’t covered herself properly (most cases in public).
There is no human who has more control / cleanliness of intentions than prophets/saints still they used to lower their gaze and avoid looking at even those stranger women who used to practice more modesty in dressing than the present day women. We are merely followers of our ideals.
