10 lbs is an exaggeration.
Best time to take weight is before a meal, when you think your bowels are empty. Just to give you a good idea of what the actual body weight is.
But weight measuring only goes so far. Make sure to keep a record of your body measurements, and then watch how they rise and fall as you diet/exercise. Its a better indication, although its tedious because you have to tape measure your every angle.
