If the mind's conscious, then only would the action be conscious. =D
But a semi fraction of the actions we do...we're not really thinking....yet we do it. Hence, unconsciously.

my dear,
this is hopefully going to frame the question a bit: the mind or the agent (person) is conscious of its/her/his felt or premeditated actions, then s/he thinks up the right course of action, even when other factors are focrcing her/him to be one way or the other, than what her/his heart desires or mind feels, is the right thing to do.
in that case, once, u have decided what course of action u need to take, then, what is the driving force, the original consciousness (being conscience) of the following, consequent actions which u are about to take or have already taken?

think of it like,
what comes first?
consciousness of a given decision to be made
or the determination of taking the right course of action, given the parameters within which u have to make a
