Even if the husband is not Muslim, according to Islam, she cannot be married to any man that's not Muslim. Even if you argue that it doesn't apply to him, that's the ruling on her. She can't be his wife if he's not Muslim. So according to Islam their marriage isn't even recognized. The law of the land has no relevance here whatsoever. Even if according the law of the land, a Muslim were to marry a Hindu, their marriage would not be recognized by Islamic law. From the Islamic law point of view, their relationship would be equivalent to zina. Same as the case here.

In Islam, a man cannot propose to a married woman. However, if a Muslim man were to propose to the woman in question here, from an Islamic point of view that would be perfectly fine. If she were then to accept his proposal and marry him, that marriage would be recognized by Islamic law and not the one she was in before accepting Islam, even if it hasn't been legally ended.
