Shahr (city) is not an Arabic word, as they got Medina for city. Shahr in Arabic means month.

So this Shahr is Persian word, like the main character from Alif Lila ‘Shehr-zad’. So, to see plural of Shehr, we should look into plurals of rhyming words in Persian… like Zehr. Zehr (which we normally pronounce as Zahar apparently got no plural…)
