Fraudz, that comes under ‘medically required’ for example, dry or cracked skin, pimples, UV protection or sun block. None of them fall under grooming.
During my childhood in winter in Pakistan, I have used cream on my face, hands and feet otherwise they would look burned and cracked.
I am against applying cream/lotions for vanity, so one would look chicken (shinny skin), believe me some men have this mentality. If there is no medical condition as above then a good face wash is enough for men. “aaj kal shairon kay moonh dhula karte hain, khudara shairon ko ab lagaRbhaGGa na banaaein”

i still maintain that a good moisturizer is a good idea. civilized moisturizers dont make you look shiny..they just moisturize and hydrate.

Ok I dont touch my eye brows, but moisteurisers, face cream, hydro-creams, aftershaves, having neat hands, exfoliating now and then, making sure my clothes coordinate, glasses chosen for appeal aswell as function....yes to all of that.
Nothing wrong with looking good.
Personal products are my biggest single expenditure.

he ‘might’..that is why I stated he would not ‘have to go’ i.e. it is not imperative that he would have to go to a salon to address those concerns, and that he should be equipped and skilled in handling it himself.

depends on how bushy they are..
most people can get away with spraying a bit of hairspray on a toothbrush and taming a few stray hairs.. if you're careful to use a cheap hairspray it will damage the hair follicles in the long run and give you thinner hairs..
plucking looks too unnatural and girly on men, trimming probably makes them grow thick

trimming does not make them grow thick, and err if it does, just trim them again. I never heard of dudes not shaving and just brushing and putting hairspray in their mustaches due to the fear that the mustache may grow thicker.
same goes for hair in other regions..dont think tooth brush and hairspray in the answer.
PS: and lookign unnatural is fine for women, the nucchi hui murghi look that many women sport due to over plucking of their brows is nasty. that looks nasty regardless of whether it is on women or men. I mean nytime ladies have to resort to using pencils to draw their eyebrows, we have a problem there.
