Depends who.
If a person consider high religious sense does some stuff.. ppl would do it too.
If a well known professional do some mistake believing in it ... ppl will follow it.
Mistake could be very relative term specially when out come is not too obvious too soon.

'Usually' it is the third person who thinks that action being wrong.
The person who follows other, may not think of that action being wrong.

^ let's someone broke a rule........like made a phone call from a phone that is designated for business use........
when they were caught and called out for it they came back with "I've seen others doing it....."

Now, that is called plain and simple breaking the rules and regulations.
Every adult is expected to behave within the acceptable rules. Some may not.
But that excuse is unacceptable for anyone.
