There is two positions within the ummat that kissing and affectionate touching is allowed, and the second is that it is not to be done. The explanation of Imam Ahmad Raza Khan is that what allows the practice is Love, and what prohibits it is Adab. Meaning what allows it according to those that practice and allow it is Love, love for the person residing in the Grave. And what disallows it is Adab [respect], meaning it is a bit like forcing yourself upon another person, kissing and touching him!
Imam Ahmad Raza Khan Rehmatullah Alaih prohibits the practice himself - preferring a distance of 4 foot minimum distance away from the Qabar Sharif, no touching and no kissing
As for my kissing of a Wali’s Hand, it contained the same actions, veneration and desire as would kissing a Grave so that’s what I meant by the same hukm applies to me - it means I know what I am doing and there is nothing wrong with it in terms of a particular allegation that may be thrown around by some people
