If your makeup is good…your pictures WILL turn out good no matter who takes them.

If the photographer is good…your pictures will turn out good no matter who does your makeup.

SO which one is more important?

based on this reasoning I’d say make-up because you want to look good in person on the day too, not just in photographs. If your make-up wasn’t great but it came out nice in the photos, chances are your guests on the day would remember the bad make-up!!
