Lets say you are a government officer and your subordinate asks you for a favor for a client/applicant/party. This favor would result in an indirect monetary loss to Government of Pakistan and is against the law but would benefit the client/applicant and your subordinate (who will receive illegal gratification from the client/applicant). This type of illegal and corrupt practices are being carried out with impunity in your office but you are an honest officer and have never indulged in such practices before. You refused your subordinate the said favor but he approached you again and requested that his salary is too low and he earns his living precisely by such activities and and requests you to re-consider.
So what would you do? At the losing end is Government of Pakistan but on the other hand, your subordinate will have some money to feed his family and the client/applicant will also be happy. If you sternly refuse (and continue refusing such cases in future), chances are you might get transferred from this lucrative post (as the chain of corruption starts from bottom and reaches all the way to the top) and worst your subordinates may start insubordination (though unlikely, but they will def. be disinterested in carrying out your orders)
If you agree, frequency of such cases will increase and your other subordinates as well as your colleagues and seniors would also start asking you for same favor. This is a fairly frequently occurring task/activity. Therefore at risk is your reputation and morals.

Clear conscience always comes at a price, which tends to be quite high in Pakistan.
Totally agree with everyone above and I am sure it's easier said then done but doing the right thing is always harder. I'm sure the people who do go ahead with corruption have a million excuses to make it sound legit but it's not simple as that.
Well I came to Pakistan with a vision - with dreams to change this system ... But on my very first job in pakistan , I was given very hard time by these seasoned bureaucrats .. K mein ne or mere farishtooN dono ne tooba karli ...
Now I run with the syndicate and meanwhile checking my options to leave this country again :)
