When there is a thread opened with 2 pictures and two movies?
Will t be posted in both section? Or will you guys shift it? What are the rules for such a thread?

Depends on the theme of the thread. If it were in cafe, this is how I would handle it.
Example 1: Hey, check out the new video of singer X and look at these pictures, didn't come out nice - VIDEO
Example 2: Hey, check out the pics of this new actress, nice make up. This is the drama she worked in - PICS

The "I would" in your sentence implies that there are no rules or guidelines for this matter. You know, this will confuse guppies, which will result in chaos and anarchie. Moderators will be lynched, threads will be burned. Will it be the downfall of gs?

Yeah there are no rules because this doesn’t happen everyday, so it’ll be handled on as-needed and case to case basis. If people start doing it on purpose, then we’ll come up with something 
You can always consult a mod before posting and he/she will advise you where the thread will fit best

But what if the thread opener posts 1 video and others add 20 image files? :D
And what if someone opens a thread in cafe/general, and some people start making jokes. What will happen to it? move it the joke section? :D

I foresee a dark and clouded future for gs. Weapons off mass destruction. Nuclear digital rain. Outlaws. Guppykind will come close to its end. Only a few, the strongest will maybe be able to survive. What will become of gs?

the best thing is to lock the thread, let the poster decide what his punishment should be and then move the thread to the agreed forum :p
