You're post is not clear. What do you mean he is not responding? Do you mean that he doesn't respond to your phone calls and emails? If so, then you need to keep in mind that some people are not good at conversing on the phone or through e-mail.
Now if he does not respond to you when you both are having a face to face discussion, then that is a serious problem. I would suggest that you sit down and make him listen to you. Tell him that you have something important to discuss with him and that you need him to give you his full attention. And then tell him that you feel that he does not respond to you when you talk to him and that you feel that communication is necessary in a marriage. And ask him if something is troubling him and listen to what he has to say. But this discussion needs to take place if you are going to be living with him soon.
