When you taking car on Rent then Check each tyre carefully. Check whether the tyres are in good condition . Check each tire for Nails and for any other object that may damage the tyre.
When the car is in speed and Tyres damage then it will lead to fatal accident then when you return the car you will have to pay huge cost on the repair of the Car. So make sure the whether the tyres are in good condition or not.
**Fuel**
Check the Fuel status Level Corresponding Car Rental company Fuel status sheet. So when you return car the make sure the status is matched with the car rental company fuel status sheet
**3 **Lights
Make sure that all Lights including Break lights, indicator lights, Reverse lights are proper working and the light cover s are ok or not
**Check the Door handel carefully**

I do not think it is about any Laws, my Auto Insurance Company includes coverage of any Rental Cars I get when I travel within the USA, I think it is an excellent service and about good business, I do not know how much extra I have to pay for that coverage. but it is definitely cheaper than buying Insurance on a rental car it comes to almost 12 - 15 dollares a day above the rental car daily rate!

^^ Actually it's a very good service. Because once my rental car was damaged in an accident while my own car was gone for service (Not in the US). That was a nightmarish experience. I wish that rule would apply everywhere.

Good question asked in the title of this thread. Another very important point is EZ-pass or toll handling. You must have an idea of which route you'll be covering. So make sure you dont miss that. I've wasted a lot of money in my rent in chicago and Bay area.
Also for GPS, I'd always recommend to take your own. Well, with smart phones we dont actually need a GPS anymore
