if a guy calls from a blocked number, knows your name and talks trash?
I just got one such call and threatened to call cops on him. But it left me very shocked and scared.
Was it the right thing to do?
Definately call the cops.

You should call them now because you never know how dangerous the person is and in N america this kind of call cannot be taken carelessly you never know who is that guy.How long he has been monitoring you is he a serial rapist or stalker or killer take it seriously.

Call the police and file a report. That is all they will do right now. Also, I would ask if they can have a car patrol your area for the next two weeks.
When you've given someone a warning regardless of what it is (such as calling the cops)........you NEED to follow through with your stated consequence if the offense is repeated. Because if you don't, the offender will be encouraged to continue his/her behavior.
Call the cops. Give a detailed description of the offensive conduct. They will know how to handle the situation and request additional security if you feel it's necessary. Follow up on how the situation/jerk is handled, so you know what steps have been taken.
