That is what I wrote above, that is, party should tell people what they intend to do if they get into power … and how they intend to do using available resources (that is what percentage of GDP they intend to invest in what sector).
As for how much party keeps their promises is different matter. That is why I never like to trust people in politics who deceive others (even their own voters) with lies neither I trust people in politics who exploit people (mostly vulnerable voters) using false promises.
