Culture does not play any part in making a community stronger, it is Islam. When you look at the example of Prophet Muhammad (SAW) and the Sahabas (RA), we will not find better examples than them when it comes to making a community strong.
I would appreciate if you can explain what you mean by Strong Community. I think the definition of Strong Community will also define by itself what is making that community strong.
a strong community is made with strong elements of fair and truthful people who have stable moral convictions and they hold true to their words. their values are not double standards, they dont run away from themselves.
a strong community is concerned for all its members, and works as a unified entity to be uphold its purpose of existence. & in pure communal sense, the unspoken social contract of personal responsibility streamlines all free will. all action are guided by prudence of consistent, transparent nature in behaviors and treatement of each other.

Once again a nice question, All of the characteristics you mentioned above come from culture, For me culture is the name of accepted conventions of a specific cast/group.
So to make a good community, we have to develop good conventions. I'm using the word "Convention" in the sense which is very close to habit.
One can give you alot of reasons to be fair, good etc, but isn't it be great if speaking truth is your habit. But you would surely want to know how can this be possible?
In my view you had to stick to your true identity to do this, Like how and in what way do you recognize yourself, where do you think you belong, recognizing and accepting that would give a start to this. The Second most important thing is to know where others belong, Now the only thing that one have to do in this regard that he have to save himself from racism, since others ( those who do not have the same identity as you ) are human beings in their environment, with there own culture.
Now you might think of the word, Muslim or Pakistani in the context of true identity, but I don't think any of these can work as so. Since Pakistan is very recent phenomena and identity i.e. conventions do not build in such a short time. And Religion if it isn't native, i.e. Islam for Arabs (And there are many Arab non-muslims too), can't seriously be considered as identity.
One have to search for real roots, roots which could be found in the history/music/language/art/living/justice system/Day Today matters/customs of a community/locality.
So in the context of pakistan, the identities are Pashtuns, Punjabis, Sindhis, Balouchs etc. If we want to seriously build a community here, we should be truthfull about our history/identity/language. I would welcome any comments.

people right way would call on a nationalist or a non secular right winger. all terms need a redefinition.
in fact, i feel that a balance isneeded rather than a complete disposal of what can be accumulated for a better shape or form and how to allow for other national or ethnic back grounds to learn from ours. and for that
to happen, we have to have one that is stable, ourselves.
so much of the knowledge that we have is from centuries old mix of civilizations.
when a Muslim medical student reads grey's anatomy text book, for instance, s/he don’t feel sorry about that book not being wrote by some Muslim doctor or biologist, hope is that her. his aspiration is to add what is missing in the field, once s/he has learnt the subject matter.
same for other majors of current generation of experts and scholars, and yet in the same breath, having a staple of pioneering some inquiry and leading it to a tangible benefit for many people, is the great intellectual endeavor.
when people are able to live by the known good qualities of their groups, that success becomes even more celebratory and lends itself to leaving a world legacy all its own right.
quality of contribution as a world citizen, while being a member of one’s own group – communal or national – can set precedence for other people from other groups to learn from and that is also a public service.
one way that Muslims can keep their original intellectual or group identity alive is by speaking about and researching and documenting more and more about what is ours or what we would want to have as ours, or what we have but we know that it has to be improved or redone, be it a living process or a whole ideological basis for everyone to learn from and say, wow, that is a good thing and a Muslim person, community, nation or group of experts is behind that great work.
our ethos and our geographic affinity has a lot to do with our survival as a distinct group of people, even in foreign lands.
i agree, history, identity, & language have a huge bearing on the strength of one's id, its stable existence and of course the faith which drives that id.
