As for the basic permissions of kissing hands and feet FEET ] it can be permissible, Imam Bukhari's Al Adab Al Mufrad contains narrations on this subject

Secondly according to Ahlus Sunnah wal Jamaah [Barelvi] the above person being kissed would not be allowed because he does not have a beard [iirc]

The gathering does not look what I recognize as religious. The guy might have some worldly hand [control] over the people kissing him, like a maharaja or somefing

The Beard goes towards ensuring one is kissing hands or feet for the right reasons - Someone who is teaching you the Deen [Shaykh/Alim/Pir], or the someone who when kissed there is Barakah from Allah Most Merciful. For this they have to be upon the Sunnah - one of the outward signs of which is the beard

Looks terrible to be honest... Aren't they prostrating to him? And most likely this is in Sindh. Are they muslims.
