That is a different bid. I think maybe in the subcontinent it is known as a “tender” maybe? An auction bid is “i’ll give you x money for that fancy doohickey there.” A construction bid is “We propose to do the project for xxx money, and we will adhere to the following specifications…”

that still is boli. bidding to get a contract and bidding to buy something in auction is the same thing, innit?
