The manner in which HDI is seen as is any development indicator is the positive or negative changes over a series of years. If anybody were to compare the OCED from 2 decades ago to the HDI today. There will be a lot of changes. In the next 10 years even more.
Take Greece now and 10 years ago. Their HDI has gone down and this year will have a -5 percent growth rate thus automatically lowering the HDI even further.
Lastly HDI has no correlation to secuarlism at all. If that is the case Communist Russia should have the highest HDI of them all.
You seem to have a problem with differentiating between "criteria" and "examples". Please tell me something MAJOR against secularism that has happened in these countries. Burqa is hardly the most important part of Islam. Even modesty comes after a lot of things and the burqa is a subset of that, not to mention that the full-face viel is subject to intense debate between Islamic scholars.
So banning the burqa hardly counts as a major step back from secularism. In the meantime, religion does not affect the overall government policy of these secular countries.

No re-read what you quoted me saying. A snap shot does not reflect anything. Greece is a perfect example of a Secular country whose HDI has in fact gone down and will continue to decrease over time. Same with Portugal and Spain. Add Italy to that list soon enough if the Chinese do not bail them out.

Do not know a great deal about american laws, which oen are religious and which ones are not, but their staunch support for Israel is based upon christianity.

What I ask is how losing points is related to being secular? Name a country that has gained points due to being more religious?
