I have had this happen to me two times, both times in Dallas (Richardson area). A desi guy approached me, just said hello, asked my name, where I am from and all that polite stuff. Then he told me that he runs an IT company which provides services to other companies, and if I am interested in working with him. It was the same thing both times. Another time I was with a desi coworker, and someone approached him.
Now, let’s assume that they are running a legit IT business, and obviously networking is big part of any business. But what’s the purpose to approaching people randomly? Craigslist has a whole section dedicated for this, and I am not aware of any huge shortage of IT technicians. Maybe a shortage of highly skilled ones, but general IT stuff, I wont believe it.
I am assuming this is some kind of Amway or Quixtar recruiting trick. I don’t think people who run IT companies approach people like this. In fact, I don’t think people who run any kind of legit business approach people like this.
