Rang me bhang daalna is largely used to describe something negetive. I believe it is mostly used to describe anti-climax occurance.

Maybe it’s got something to do with festival of holi where rang and bhang are both used by people who take part in the celebration. The rang is when people cheerfully play with colour and bhang is when people get high on cannabis/ opium (?) and act obnoxious.

I think we are near actual story. Rung and Bhang related to Holi. Now anyone, who have observed this holi celebration might know the exact connection
