it's just the word that is maKhsoos with him just like we have raHmat ul lil aalimeen [for Huzoor saws] or Isa [a.s.] kaa laqab.

O paiee.. Al-Jaleel ALLAH ka sifati name hai… which means baRa, buzurg, Aalaa, Afzal…
and Jaleel-ul-Qadar means bohot baRi shan wala, nihayat muaziz, behtareen muqaam wala…
Jumma ki Namaz me sirf ALLAH ko pukarte suna hai is name se… but I will get back to it after some info…

AL lagaane se case-specific ho jaataa hai…Allah ke liye AL lagaayaa jaataa hai…jaise:

Jaleel-ul-Qadr is a word that can create havoc. :)
Jaleel means great
Qadr means valuable or respectable.
One should not use ‘Jaleel-ul-Qadr’ for prophets … as calling a prophet Jaleel-ul-Qadr prophet (name of any Prophet) means one is giving that Prophet a status above other Prophets … as he would be great Prophet amongst Prophets. In Islam it is forbidden to do so in this way. We cannot differentiate between prophets … and word Jaleel-ul-Qadr differentiates ordinary with great … hence cannot use the word for Prophets.
Normally one does not use this word for revered religious personalities too (though occasionally it is used).
This word can create havoc due to pronunciation of some people. Many people cannot pronounce ‘Jeem’ … rather where it is ‘Jeem’ they would pronounce ‘Zal’ .
For instance some may pronunciation ‘Geo’ … as … ‘Zeo’
Now to the word … Jaleel-ul-Qadr = great respectable person
Even though Jaleel-ul-Qadr means great respectable ... by default it could mean Jaleel-ul-Qadr Insan (great respectable person) ... though people could ask ...Jaleel-ul-Qadr what?. Anyhow, normally when people use this word they also add something in front.
Woh 'Jaleel-ul-Qadr' insaan hay … means ... He is a great respectable person.
How this word can create havoc.
Some may pronounce Jaleel as Zaleel … And for them … ‘Jaleel-ul-Qadr’ would become ‘Zaleel-ul-Qadr’
Zaleel means … wretched, Shameful
And
Zaleel-ul-Qadr means … highly wretched person
So, if a person wants to say that:
Mr ‘A’ Jaleel-ul-Qadr Insan hay … or … Mr ‘A’ is highly respectable person.
Due to bad pronunciation, if Jaleel becomes Zaleel then the person would say:
Mr ‘A’ Zaleel-ul-Qadr Insan hay … would mean … Mr ‘A’ is highly wretched person.
And as can be seen, that this word could create havoc if one cannot correctly pronounce and is introducing Mr 'A' to people on stage or talking about him with others. :)

As far as I know … I do not think we should use this word for Allah (SWT) ... as normally this word is used to distinguish above ordinary from ordinary.
Jaleel-ul-Qadr Insan … means ... great and respectable person amongst persons.
Jaleel-ul-Qadr sahafi … means ... great and respectable Journalist amongst Journalists.
Jaleel-ul-Qadr Shair … means ... great and respectable Poet amongst Poets.
Jaleel-ul-Qadr Mosiqar … means ... great and respectable Musician amongst Musicians.
So … using Jaleel-ul-Qadr for Allah is wrong … as Allah is only ‘One’ … and word that is normally used as comparative word is not used for Allah.
On the other hand, any adjective or attributes used for Allah, we use ‘Al’ before the word (as mentioned by KKF) … that makes the adjective or attributes unique … still, since Jaleel-ul-Qadr by nature is used to distinguish between above ordinary and ordinary, one should not use Jaleel-ul-Qadr for Allah even with 'Al' before the word.
