What is the cost of a cooling center?

Given that the Government has the money to spend on infrastructure which benefits the city, but how about considering a halt to those projects for the severely hot months to establish designated cooling tents or centers for people to take refuge? What’s the cost of establishing something like that?

I’m assuming, roughly speaking it would require a large tent and some air conditioners or air coolers, and some generators or solar devices to run the cooling equipment. Wouldn’t this result in much more positive feedback from public? It is the job of the Administration of various areas of Pakistan to think of ways to bring comfort to the public. Why is it that they can find experts to aid with projects of mega scale, but can’t find an expert with fractional common sense to alleviate the suffering of the public with minimal cost of operation?

If you know how these things work, please provide a breakdown of the cost it would take to establish one such facility.

I dont think this would be practical given the population density, lack of open public spaces and propensity of our people to misuse public facilities.

Provision of comfortable, cheap and efficient public transport system will help with this since people would not need to spend much time outdoors. It will also help with many other issues we face (traffic, environmental degradation, health, efficiency of businesses, etc). I'm not talking mass-transit systems here but a network of regular, comfortable and cheap busses, minivans etc. Reduction in the number of private vehicles on the roads will help immensely.
