It's a style of how gold jewellery is made. So like kundan is a style of making, polki is another. From what I know, polki jewellry is quite in fashion and is expensive just like any other style of gold jewellery...perhaps with even higher making charges? It has lots of stones in it, gold sort of nets around the stones. I'm not sure to be honest about the cost vs say pure gold jewellery...

I always thought semi-polished or uncut diamond chips are referred to as Polki.

Yeah it is uncut diamond chips. If the set is polki, it should be real diamonds, but you have to be careful cause a lot of jewelers are now starting to refer to the style of the setting as polki. So if they say it's polki, make sure you ask them if it's real diamonds!
And the set will lose more than half it's value the day you buy it! Cause there's a high labour charge for setting all the stones, the diamonds are chips so they have no value, and there's not that much gold - the only thing that retains value. But it is a beautiful show piece and worth it's price if you intend to pass it down.
I have a polki set and a jeweler in Toronto told me he would charge $13k to replicate it and would pay $5k if I wanted to sell it.
