Khilafat is that it means the form of Government in Islam. The Ulama have now agreed by and large that in the framework of overall Islamic political theory, both Presidential and Parliamentary Governments of to-day are consistent with Islam (Ref. : Islamic Constitution of Iran and Pakistan, Islamic Law and Constitution by Sayyid Abul Ala Maududi, ).

thinking for practical way, OIC is already bunch of Islamic countries on a single platform. If its application and importance is improved and it does some actuall work rather than lip service. It can create a Islamic Free Zone, common economic area, with so much intervention and differences between Islamic countries, its a very hard job. I can see that loose block of countries can make some form of a unity among Muslims.
If you are thinking of orthodox 1 ameer ul momineen, given the state of muslim countries, this is not going to happen.!

In offices people go and watch the clock to get out. Tea break, cigarrette break, lunch break and again tea break. Petty little things are done only if you know the office person or use bribe.
In 'parliment' Senate' or whatever we call these places (And why we call these places such is another question-why not come up with local names?) ; *governing people waste time to defend their position in power and opposition wastes time in pulling their legs and try to snatch power from them. *
High officers in army get currupted every decade by coming to power by force and become head of national institutes.
Who thinks of common person in the country? Legislation for better life of an individusl is seriously lacking and booing and mocking each other is common practice in politics.
Many people know their children and grand children will be living in same country, city and neighborhood then why they destroy the infra-structure?
Why burn buses, buildings or throw garbage on street from high apartments? Why spit outside the window of your car or bus?
Why kill/sacrifice animals infront of your own house or in neighborhoods so blood will be there on streets with flies coming to your own house??????
NOT MY PROBLEM is the prevailing philosophy in the country!
