in the west, unruly and misbehaved youths are sent to boot camps to straighten out. they go through rigorous schedule in a martial setup in order for them to accept taking orders from people in authority. they are subdued and kinda tamed there.

It could mean that because it is difficult to make a living there (as tends to be the case in most large cities), this forces people to straighten up and get themselves in order.
