why it is used in negative sense. do CCS officers r called beuracats?

I don't know who or what CCS officers are, but usually people complain about bureaucracy bcos the administration CANNOT get the job done easily, they keep asking for specific forms to be filled in a specific way, with specific supporting documents, handed in a specific manner, and then they say they cannot process it quickly bcos of such and such rules and regulations which hold them up at every turn.
Basically if there weren't so many rules and regulations with the procedure (bureaucracy ) then the job would probably get done quicker!
