As per my limited knowledge it is a sum of money paid by kuffar and mushrikeen (or a FEE in any other form) to co-exist in a muslim society and in return be protected by the muslims. Please correct me if I am wrong.
This is what happened when Islam was spreading outwards from the Arabian desert.
My question… In the current times, do the non-muslims have to pay any FEE to live in a muslim state, if they refuse to embrace islam and prefer to live by their own religion.
Or is this ONLY valid when muslims occupy or take over a territory where the majority is non-muslim.
Jazia is a tax collected by Muslim State from Non-muslims just like Zakat is collected from Muslims.
In return they are provided security and freedom to live life according to thier religion.
It is important to note that a non-muslim citizen is not required to participate in Jihad(war) fought by muslims, plus if the Islamic govt is unable to provide security then it can not demand Jazia from citizen.
I remember at least on incident in Islamic history when Muslim ruler returned the ammount of jazia collected at the start of that year from non-muslim city, because they (muslims ) were facing too many threats in many parts of country and were unable to defend that city thus asked citizens to make arrangements on their own

lakin choonkay hakoomat islmai nahi hay is ley aisa koi systum nahi
lakin yeh jo TExes goverment wasool kerte hay yeh non muslims kay haq main jizziah bun saktay hain ..
