If you dont have healthy skin, no matter how much makeup you put on it'll still look bad. Firstly, it is important to cleanse, tone and moisturise daily. A sheer foundation would be ideal ( NARS sheer glow/ Chanel vital lumiere/ estee lauder's resilience lift/ Bourjois healthy mix), highligter on the cheeks and a cream blusher rather than powdered blush.
