VideoPad Video editor is pretty good. you can save your movies in HD that is 720p and 1080p.
A fifteen minute video doesnot take that long to process.
Its a paid software...you get a month or 15days free trial after that just uninstall the product and just downgrade to the free version when it gives you the option.

Well anything other than windows live movie maker you'd have to pay for it. I would suggest using Sony Vegas Movie Studio. Its $90 and works with all of the popular video formats and sizes. It even lets you upload directly to you tube from the editor. Its very easy to use. Not very consuming on the RAM on your computer. Give it a try you'll like it.
