They know they are loosing in Afghanistan, they want to divert attention from Afghanistan and keep Pakistan on toes by saying "do more as they cant do jack all"
Comparing 8-9 years of NATo in Afghanistan with last few months of Pak Army operation in taliban infiltrated areas raised a serious questions of capability of allies in Afghanistan for similar warfare with full support of puppet govt of kabul mayor without any restrictions to attack.
the real motive to warn Pakistan is to de-nuke Pakistan one day -(a wet dream), the problem for them is they cant get out of Afghanistan mess first, while they are in mess there they use other methods to prepare Pakistan for final assault, and this statement is little part of it.
