It comes built-in with the phone.
VPN stands for Virtual Private Network. You use the "client" to connect to a server which enables a secure tunnel (VPN tunnel) where you can transmit secure data without worrying about somebody snooping. Usually these connections are to private, corporate and government networks.
VPN tunnels are also used to setup persistent connections between different networked offices, geographically dispersed over a big area.

I have to admit that Cisco VPN was a breeze to configure on the iPhone and it's taken me ages to figure out which app to use and how to configure IPSec and Group Authentication on my Android. Samsung's AnyConnect was not compatible... and I finally settled on NCP VPN Client.
