belief in the basics defined by the first kalimah,which is the door to islam as well, doesnt necessarily mean people will follow the teachings n commands. deeprooted culture n traditions ofcourse affect the everyday working life on every region of the earth giving every nation its distinctiveness(is this a word)

You are still a muslim if you don't do follow all the commands. This doesn;t mean you aren't a muslim anymore. You will get the punishment for not following all the commands but Allah could forgive you as he is the most merciful.

Any tom, abdul & ghulam rasool can call hisself a muslim if he so chooses. But not every muslim can be a momin - chapter 49: verse 14. You gotta believe to be a momin. Pretty simple really.
