What if there is a seperate army of thieves and Dacoits namely “Dacoit Force” controlled and assigned special duties by the government and used against enemy forces in intelligence war?
what if their duties include;

Stealing weapons from enemy armed forces head quarters and stations and giving it to the government after which they receive 50% of total weapon’s worth and contributing in country’s economy.

Murdering and targeting the crocodiles present in enemy forces

Well! If there are also dacoits and theives present in GS then thats a good idea for them. atleast they will instead of destroying their own nation, will contribute in the country’s defence and economy!
and offcourse if in this case, they die then their death will also be of “Dacoit Shaheed” instead of “Kuttay ki maut”.
they will become the heroes from zeroes and
what if they would have been given a special medal for it such as “Nishan-e-Dacoity” and “Sitara-e-imtiazi Dacoity”!
