He was couple of miles away deep inside the Bagram base quite safe and secure. This attack was no different than the usual suicide attacks taking innocent lives and with no tangible results. Cheney is more in danger (of a moose attack) when he goes out hunting in Wyoming. Had he been killed, it would have been a big moral boost to Talibans but American reaction would have been very calculated and limited.
