I know what you mean though... I always try to look for places where I feel welcomed, not to be bothered while I'm eating, and can enjoy a decent ambiance and clean facilities . Once more though, unfortunately, the places that serve good food think that it's just the food that will bring in the crowds. Granted that food might be their core competency but they don't believe in threshold level competencies in managing their establishment - in the end, you're stuck with take-out.
