My dear Lahori! modern wars are hell. You don't fight ghazwas shaswas (holy battles from 7th cetury) any more. The world has moved (sadly in case of war tactics) to 21st century. Unfortunately Arabs are still stuck in 700 AD (Asking for Death).
FYI, in modern wars, you take out your enemy's infrastructure. That surely destroys the ability of your enemy to communicate and regroup. A lot of that infrastructure is in the middle of civilian population.
So you don't go to war until you have resources to protect your infrastructure both in passive ways (anti-air and anti-missile defenses), and active ways (possessing modern AWACS and airforce).
If you can't defend yourself both actively and passively, then you don't go to war (period). You don't go to war until you develop your defenses.
You think Lahore's defense can be set up purely by Arabic Fatoosha toys called Katooshas? Heck no!
To defend Lahore, Pakistan has developed an Air Force, and a credible missile system. That combined with large and disciplined military force protects Lahore or Karachi or any other big city against the enemy.
Wish Arabs had brains as good as Pakistanis and then they won't be in trouble.

Full blockade of essential goods such as food & medicine. Destruction of an airport (God knows why. Neither Hezbollah nor Lebanon has any militaristic use for it).
Israel is denying the Lebanese civilian population of basic needs of life.
