if you visit the ETA website for online transit visa application, there are three options:
Apply for An individual
Apply for a group
Apply for A third party
what does that third party means?

I'm quite sure its for third party vendor meaning if xyz travel associates are applying for you, they'll use this option.
You can call any travel agency and ask the same question, and they'll be happy to explain it

You mean if a travel agent want to apply for the application for his customer, he will choose the third party option?

Thats my guesstimate as he's the third party vendor for you. If you do it for yrself or more than one people with you, you'll chose the first two options.
As I said, call any travel agency and they'll explain

Yes, that will be someone who is usually nominated by the applicant to apply on his behalf. Travel agents and visa/immigration advisors use that option.
