What does Malikur Rahman mean?

So I know a Bengali who’s called this.

“Malik” means “King”, and “Rahman” means “Gracious”, so his name would mean “King of The-Gracious”.

What sort of name is that?

Why do Bengalis add an “ur-Rahman”, after everything.
