What does it mean when they say that a person’s deeds are presented to ALLAH in the month of Shabaan(and some say in shab-e-qadar) and also that ALLAH prescribed the names of the people who will die in that year and who will be born in the year?
Like isn’t it predecided by ALLAH that who will be born when and when someone is born his appointed time in the world and his Rizq is already fixed? Then what does it mean that ALLAH prescribed it every year?

According my research and my personal opinion - ‘the night’ is Shab e Qadr’ aka odd nights in last 10 days of ramadan.
This shab e barat thing is a view of some people based on zaeef hadith. Even the quranic verse which is used in its support clearly mentions that its the shab-e-qadr being talked about.
As for the determination of key events at birth - i ‘think’ its sort of that God has a rolling budget and at each year end some adjustments are made based on your dua/deeds etc. But thats just me.
