I would go by the timing of the surface …

I have similar issue with the fatwa on breaking the fast during airplane journey. I know that traveler is not required to fast, but according to the fatwa, I cannot break my fast till the sun is visible. That is a situation if I am traveling from east to west and sun may never set for me no matter how long my journey is.

Isn’t there fatwa about Ramzan and Eid moon sighting that if you do not see moon in your city/country/region for some weather related reason , then if a group of people from neighboring city/country/region give you shahada of moon sighting you go by that shahada. I guess this fatwa can be extended to situations where you are not able to see sun for purposes of starting or breaking your fast.
