Bhutto proved himself to be the enemy of Urdu speakers when he introduced quota system in government jobs, thus making sure that competent Urdu speaking people are eliminated from holding government offices, and gave these jobs to incompetent illiterate wadera-stooges.
And guess what, there was no MQM at that time.
It proves that be it this traitor Zulfiqar Mirza or any Bhutto or Spock or Anwer Pasha or dino, they are not just against MQM but against all Urdu speakers.
