Corruption is very complicated subject matter in Pakistan. Perhaps no one is to be considered as absolute honest in Pakistan. There are many reasons for it. Foundation of corruption was established by the dictators soon after Quaid's death. Initially very few people were corrupt. But due to no accountability for corrupt people, this cancer got deeper and deeper. Today perhaps every second person in Pakistan is corrupt in one way or the other. Unless people realize that what they are doing is morally and religiously wrong, the improvement would take centuries to correct this situation. Look at the examples of corrupt leaders mostly dictators, right after Quaid, none was ever convicted and sent to jail.
I am not defending zaradari here. But then he was in jail for 9 or 10 years without a single case was proved in the courts of Pakistan. Similarly Javed Hashmi and Yousaf Raza Gilani were sent to jail for many years without any justification. In Pakistan people only punished due to differences with rulers not due to corruption or other criminal activities. If the democratic system is allowed to continue you can expect quite a good change in this direction by successive elected governments.
