In Islam there is a concept of "Bait-ul-maal" which is sort of a source from which any needy can be benifitted. The concept of welfare in todays modern world is different, and none matches what Islam prescribes.
This is a very broad and excellent question yaar. For this you have to look at a very broad picture, look at society as a whole. There are certain principles that are observed while dealing with the economics of a society in Islam.
for example, in Islam, those factors are already condemned which help flourish poverty, and joblessness etc.
Islam stop everything at its root, at its start.
