no.this laws is not too strict now a days.
i got married 2 years before, on that time the rules were very very strict.my father in law is llil bit in politics n it was first wedding in my inlaws family so he managed allllll the dishes, from desi saag and puriyan chany to fried fish n siri paye, there were also vendors of gol gappy dahi bhaly, chhat, paan n even lachaay n ppaapers.
