i usually go to www.Kayak.com to look up which airline is offering the lowest fare then buy the ticket either directly from the aireline or from the more reputed vendors like **Upgrade Browser, Upgrade Browser **or Priceline.com - The Best Deals on Hotels, Flights and Rental Cars.
in order to get the lowest fare, you should try different dates and also from/to nearby airports.

Other than that keep checking groupon/social living etc and look for travel section. Sometimes they have got good deals. Especially handy if you are looking for a gateway

think yourself as a marketing manager. You know that you have one customer who earns in $$ and he has ability to spend $100. so even if you show him a thing which costs around $110, he might argue but at the end of the day he will spend those extra $10 .
For someone who is from a third world country, buying anything in $$ is going to be way more expensive let alone breaking their budget and going a step ahead from the original price. so normally these websites tend to show the price a little less .. say $100 ticket might be shown as $85 or so ...
But you have to do all this incognito mode. No cookies etc. Remember your browser has a unique signature which can uniquely identify you over the internet.
