a relative of mine would like to learn quran-e-paak online, is there any sites which start from the basics and work upon the alif mad, jazam etc basically from scratch!

humm i don't know this will help but i am posting it any way....there is a site by Dr farhat.h www.alhudapk.com and it has a section called "TALEEM-AL-QURAN" which has word by word explanation and pronociation for learning quran....... it only has 20 para for now and i think they will add more but it does not come with alif, baa, taa, pronouncation....hopefully you will find the site on that topic too there is cd's available on these topic from pakistan as i can recall...
