Website Editing.

I’, making a website and I want to create a chatroom, better forum and a page where people can post video, pictures or writings and able to comment on them.
How do you do this.

I found a free chatroom Chatroom Setup Guide - Free Java Chat, but it doesn’t look that good(in my opinion) How can I create one from scratch.
Also, I have a forum, it’s okay but I would like something much better and neat. The forum I used was from webs.com.
Also, how can you upload/post video, pictures or writings and able to comment on them.

Is PHP easy to use? Should I use that?
I’m using Adobe Dreamweaver CS4.

Don't need to create whole thing .

Install Joomla
Install Chat component

^ It is really that easy . It won’t take you more than half hour . Plus good thing is that they are all free
