Web Developer

I. DESCRIPTION OF SERVICES
The duties of the Workers will include, but are not limited to, performing the tasks listed below:

A. Responsible for development, maintenance, and enhancements of Web applications.
B. Develop multi-user applications that use IBM WebSphere products.
C. Develop application interfaces with the mainframe TXCSES system to download child support case information, as needed.
D. Produce module specifications, unit test requirements, and file-to-file conversions.
E. Outline, format, and produce program documentation.
F. Implement applications in complex environments.
G. Develop detailed flowcharts, models, implements specifications, and performs modifications.
H. Produce running program modules, which meet specifications.
I. Perform detailed internal documentation.
J. Communicate and works with people of all technical levels in a team environment.
K. Other reasonable Web Developer services as necessary for the completion of the implementation and deployment of selected project(s).

II. WORKER SKILLS AND QUALIFICATIONS
The Worker should meet all of the skills and qualifications required ensuring that the tasks defined in this document can be performed successfully.
A. Minimum Qualifications

  1. Five years programming experience using JAVA.
  2. Five years web application development experience, preferably with JAVA Server Pages and servlets.
  3. One year experience with IBM WebSphere.
  4. Six months experience with XML.
  5. Five years professional experience with all phases of application analysis, design, development, implementation, and maintenance.
  6. Excellent communication skills, written and oral, with people of all technical levels.
  7. Experience in the use of Rapid Application Development (RAD) techniques to capture user requirements and develop working prototypes of applications systems.
  8. Ability to multitask and meet aggressive deadlines.
  9. Bachelor’s degree with at least 14 credit hours of courses in Computer Science.

B. Preferred Qualifications

  1. Experience in programming and implementation of application systems.
  2. Experience programming using IBM WebSphere Application Developer Studio.
  3. Experience with IBM WebSphere Application Server, WebSphere Portal Server.
  4. Experience with IBM DB2.
  5. Experience developing Java Servlets, Java JSP, and Java JDBC.
  6. Experience developing Web sites using Java Server Pages.
  7. Experience with IBM OS/390 mainframe operating system.
  8. Experience with Rational ClearCase, ClearQuest.

Business Analyst:

Professional Staffing Category: Business Analyst

I. DESCRIPTION OF SERVICES

The duties of the Worker will include, but are not limited to, performing the tasks listed below:

A. Analyze data in order to determine Business Requirements;
B. Develop and use tools and techniques for data analysis;
C. Document analysis findings;
D. Write Business Requirements;
E. Work with business and technical staff in the development of business and systems requirements;
F. Coordinate and facilitate meetings with internal and/or external customers;
G. Facilitate a team environment;
H. Actively perform knowledge transfer to agency employees;
I. Plan and conduct User acceptance testing;
J. Other reasonable Business Analyst services as necessary for the completion of the implementation and deployment of selected agency project(s).

II. WORKER SKILLS AND QUALIFICATIONS
The Worker should meet all of the skills and qualifications required ensuring that the tasks defined in this document can be performed successfully.
A. Minimum Qualifications

  1. Experience using an Intel-based PC platform.
  2. Good working knowledge of Microsoft Windows operating system.
  3. Good working knowledge of Word Perfect v. 10 or Microsoft Word v. XP Professional.
  4. Good working knowledge of Microsoft Excel v. XP or equivalent spreadsheet package.
  5. Excellent communication skills, written and oral, with people of all technical levels.
  6. Ability to work independently and in a team environment.
  7. Ability to analyze problems and develop solutions.
  8. Graduation from an accredited four year college or university with a degree in a related field, such as computer science, information systems, business, mathematics, public administration, human services, or equivalent experience.
  9. Two (2) years work experience as a Business Analyst or Programmer Analyst.
  10. Experience using structured system analysis methodologies.
  11. Recent experience with data flow diagramming, flow-charting, word processing, and spreadsheet software.
  12. Ability to analyze processes and recommend improvements.
  13. Demonstrated ability to write business requirements, specifications, and test plans.

B. Preferred Qualifications

  1. Knowledge of federal Child Support Enforcement regulation and policy; (Prefer minimum two years.)
  2. Knowledge of the Texas Child Support Program;
  3. General knowledge of legislative processes and the current requirements for the IV-D program;
  4. Knowledge of and experience with conflict resolution and problem solving;
  5. Knowledge of and experience with change management techniques;
  6. Training in the design of presentations and the visual display of quantitative information.
